Terms of reference (TOR)define the purpose and structures of a project committe meeting  negotiation or any similar collection of people who have agreed to work together to accomplish a shared goal

reference frame or reference body is that one specific location or a point around which all the observations take place....e.g. if you are in a train then all the observations made you are on the basis of you ie. u will say that flowers are moving but the person on the ground will say that flowers are at rest
