Motion is always explained with respect to the other...
EXAMPLE..A man travelling in a bus is supposed to be at rest with respect to the passenger beside him.But he is in motion when observed from the ground..

when an object changes it's position with respect to time, the obj is said to be in motion.
when the obj doesn't change its position with respect to time it is said to be at rest.
Motion and rest are two related terms as follows.....
when we are traveling by train and the train is in motion the trees outside appear to be in motion too but they are actually in rest.
