Thermal equilibrium means that the net flow of thermal energy is zero. Two bodies come to be in thermal equilibrium when the temperature and pressure between equal amounts of those substances is equal.

It follows zeroeth law of thermodynamics. This is possible for two systems only when they are isolated and kept as a single system.
