their religion ,caste,gender.....etc wont be considered...

Each and every citizen above 18 years of age has the right to vote, whether male or female. They can't be deprived of their vote as they have a right. They can't be discriminated on the basis of their caste, creed, colour, gender etc... So it is only called Universal Adult Franchise...
