Valency is defined as the number of electrons shared/lost/gained by an atom to become stable.
Each atom requires 2 electrons in the innermost shell and 8 electrons in their other shells to become stable. So, Helium has no valency because it has 2 electrons in its outermost shell and Neon and Argon have no valency because they have 8 electrons in their outermost shell.
