Voter list is a list in which the names of the voters are enrolled.....

Every human of the age 18+ has the right to vote...

So in the list all the people who have recently crossed 18 names are written down first such that they can get their name enrolled in the main list and get their Voter ID which is necessary to vote.....

Voter list is useful to get the information related to how many eligible voters casted the vote....And even to make sure that no person casted two votes.....
