Not only water but gases also exert upward force. This is the nature of fluids and this is called as buoyant force.
You can prove this by dropping a plastic in a container and then try to press it down. You will feel a force. When you release the pressure then you will find that the plastic automatically comes up. This is due to buoyant force.
