Rest and motion both are relative terms . If an object is not at rest then it is in motion . And if an object is not in motion then it is at rest. Both these terms describe the physical state of an object.

a man standing on one side of the road,a car moving past him is in motion as it changes its position with respect to the man and every instant.
however, the man sitting inside the car is in rest with respect to the person sitting next to him as he does not changes his position with respect its surrounding. Infact, everything inside the caris in rest with respect to its surrounding. Thus, rest and motion are relative terms
