This happens as the eye is unable to relax its eye lens enough to form the image on retina and the final image is formed in front of retina. This causes the person to see blurred images of far off objects.

Myopia is a defect of the eye in which distant objects cannot be seen clearly but nearby objects can be seen clearly. It is caused by the lengthening of the eyeball or the shortening of the focal length of the eye lens. As a result, distant objects are brought to focus at a point in front of the retina. The far point of such an eye is nearer than infinity.
