Living in a particular state doesn't mean that we need to wear whatever in mostly worn. Ex: A South-Indian can also stay in a North-Indian place like Delhi and wear whatever South-Indians wear.

Our culture is the mirror to our style. I say so because if you come from a middle-class family with a not-so-fancy culture, you mostly will wear an ordinary shirt and jeans or kurta and leggings but if you come from a relatively rich family, you would have an easy living and would mostly wear and use expensive stuff. By wearing I mean, short tops and jeans and costly brands like Tommy Hilfiger, Sephora, Levi's etc.

So, I think that the answer is culture.
