The early phase of Congress was dominated by Moderate leaders, who did not believe in violence or extremist ideology rather the following:

a. Moderates believed that they could achieve their objectives under the guidance of the British rule .

b. They believed in constitutional methods like holding meetings, passing resolutions in getting their demands fulfilled.

c. Moderates believed in giving a passive role to the masses.

d. They presented the economic critique of the British rule that had impoverished India.

e. Some of their demands were reduction of revenue, cut in military expenditure, more funds for irrigation, representation to Indians in the legislative council.

f.It passed many resolutions on the salt tax, treatment of Indian labourers abroad, and the sufferings of forest dwellers – caused by an interfering forest administration.
