A modified allele may or may not be recessive. ... A modified allele  (gene) is considered normal when it produces the same effect as the unmodified allele (gene). An allele is considered recessive when the effect expected is not obtained (when the allele being considered is homozygous) I hope my answer satisfies you.

Modified allele is the alternative form of the gene and it is always recessive allele. Basically most of the modified allele had a bad effect on the organism in which it is present.

As an example it causes albinism, hemophilia, sickle cell anemia, etc which are harmful for the organism. A dominant allele is absolutely Normal to the plants. Both the allele of the genetic traits is also found to be normal in nature.
