 a monarchy is a system of government in which the chief of state is an hereditary sovereign with a life-long mandate. Technically this definition is not perfect, since Vatican has an elected chief of state who is considered a monarch and North Korea has an hereditary chief who is considered a president. Ultimately what matters the most is how the country likes to call itself.
