Justice is always something a little tricky to explain as it seems to be a largely subjective idea, however under the umbrella of morality it is something that people aren't capable of getting correct. In the Bible Christians are commanded not to take justice into their own hands, vengeance is the Lord's (just for the sake of argument let's assume justice and vengeance are the same thing). The reason behind it is that we as sinful people aren't capable of bringing true justice out of an objective stance against wrong. If someone wrongs you, you probably would want to do the same to them and than more, that may be satisfying but it's not justice, it's revenge and it's done for the wrong reason. It was done out of anger or pain, not out of pure objective opposition to wrong. Also you yourself are sinful, therefore you are not worthy of bringing justice, no one is. So with all this established we can determine that people are not suited to bring justice, therefore it must be a divine act of God against evil in which he makes right our wrongs.
