Well, this is a tricky subject. The only reason one may think this is needed is to attract more tourism. But most people visit a country to learn and experience other cultures, people, religious beliefs, history, archaeology, etc. They don’t need to change their culture for foreigners.

A country should at least strive to be friendly to visitors, but not alter to change their culture in any way. Going to Israel without a tour will reveal great hostility or dishonesty to visitors, while England, Australia and China are very welcoming and interacting with outsiders. These are important, after all. Some countries are reserved and businesslike and not overly friendly but not unfriendly, like Japan and Switzerland.

One last point; the nature of the visitors themselves; there are two kinds of people who visit other countries; tourists and travelers. An Egyptologist guide and native Egyptian taught me this saying in 2007;

Tourists go to see.

Travelers go to learn.
