Motion refers to the change in position of an object, with respect to it's surroundings(or)a reference frame and time.

Saying that an object is in motion, without specifying a particular frame of reference is basically meaningless.

One example of this that I could give you is:

A train is moving relative to the station.

But, the train is stationary relative to the passengers.

So, just saying that a train is in motion doesn't have meaning.
