Motion is a change in the spatial relationship of two objects or between an object and a frame of reference.

We measure that transformation in spatial relationship by noting a change in the distance between them, a continuous vector change (movement), rotation, and/or an increase or decrease of this change over time (acceleration).

Spatial coordinates gives us a tool for recognizing the different directions in which movement can happen. Rotation is a change in orientation, either just once or continuing, thus also a change of spatial relation.

In order to observe or define motion, you have to accept that space exists. (Although you don't need to accept that it is made from more that one dimension, technically. Two points can move in relation to each other in one-dimensional space.) You also need to accept that time exists, since without time there are no changes of state. Observationally, these are pretty hard to avoid, since our senses make plain that space and time exist, at least subjectively.

When the spatial relationship between the object and the other object or frame of reference is not changing, then the object is said to be "still". Motion is only concerned with the change, not with a fixed state. A fixed state is defined as "not moving".
