This is a legal term used for local governing body for ex villages, charter townships etc. the term can also be used to describe munically owened corporation.
Municipal councillor
He is the elected representative of the ward. Elected by the ward members.
Universal Adult franchise
It means 18+ adult have right to vote in election and to select representative.
