It is rare because dna alteration is not sure child's play. Dna is safely stored in the cell and the alteration can be caused by its exposure to exteme conditions like UV radiation which is not so common. Because body had it's own protection to these factors hence although it's necessity in the world mutation is a rare phenomenon
