A nebula is just a cloud of ionized(charged) gases like helium hydrogen etc in outer space.

It usually forms when a small star like our sun uses up its energy and is at its final stage(a planetary nebula)

It can also form when a short lived star somehow explodes(supernova explosion)

There are preexisting gases in the interstellar medium. That when existing in clusters can also be called a type of nebula. Whenever these gases collapse in their gravities a new star is born
