It depends on the configuration of group. If the group is open then any user of that group can subscribe new members without the permission of the owner......... Other configurations of the group other than open are ---> Closed, Registered Users and E Group members.................. In closed only the owner and the administrator of the group can add a new member...................... In registered only CERN users can add new members and in E Group other E group members can add.
