newtons first law says that the object which is in rest stays in rest and which is motion moves in motion

newtons third law says that the object when applied force shows equal n opposite reaction

Eg:throwing a ball on the wall the ball comes back in the same speed

IT IS APPLICABLE IN UNIVERSE

Acc to Newton's law of gravitation, the force of gravity on a object of mass m is directly proportional to the masses of both the objects and inversely proportional to the square of distance of separation between them.

F= (G m1 m2)/r2.

Yes it is universally applicable.
