Octate is when the atom has 8 electrons in its outermost / Valence shell.
Atom want to complete their octate to become stable. By completing their octate, they have noble gas like - configuration and we know that noble gases are stable.

Answer:
An octet is a state of having 8 electrons in the outermost shell. Elements would want to complete their octet to attain stable gas configuration so that they become stable. Only Hydrogen and Helium can't achieve octet state because of the limitations in the K-shell(n=1).
