An atom with an octet is not reactive because it has a filled outer shell of electrons. The atom doesn't need to either gain electrons (for example Cl who has 7 electrons in its outer shell tends to gain an electron when reacting to become Cl^-1.

Octet, in chemistry, the eight-electron arrangement in the outer electron shell of the noble-gas atoms. ... This structure is held responsible for the relative inertness of the noble gases and the chemical behaviour of certain other elements.
