It states that at a constant temperature,the current flowing through a circuit is directly proportional to the potential difference applied at it ends.

when there is no change in physical state that is there is no change in temperature, pressure, etc then the ratio of potential and current will be constant.
if V be potential and i be current passing through any wire then
V/i= constant
and this constant is known as resistance R of that wire.
