to tell anything optically denser or rare as these are realtive terms we have to account of both mediums refractive indexes and we can calculate it by knowing speed of light cause it differ in diffrent mediums .
so the medium which have more refractive index then other it will act like optically denser means light have slow velocity . and other with low refractive index is know as the optically rare .
these are case for transparent materials and some translucent where refraction possible .
we can use snell's law here too
mu = speed of light in vaccum / speed of light in air .
mu 2/ mu 1 = sin i / sin r
