what is pakistan under Musharraf not called a democratic country?

Pakistan under General Musharraf is not considered a democratic country because even if the people choose the representatives, those representatives don't really have the power. They do not have any say in any major decision. The actual powers lies with the military leaders and General Musharraf himself who are not elected by the people.
