If a decision is to be made on a particular topic, it is always better to have more people in on the decision-making process so that everyone's views are taken and all aspects of the situation are dealt with.
If the power to make the decision rests only in the hands of a few, he/she would most probably look into their own interest and the decision that would come out would only be beneficial to their own goals. And on the off chance that the decision maker is selfless, he is not a perfect thinker. He/She might overlook a bad scenario that could take place if the particular decision he/she intends to take is implemented. Which, is exactly what happens in a dictatorship.
This is why we need a parliament.
The parliament-
Ensures everyone's views are cared for so that the decision made is in the interests of everyone.
Reduces the possibility of a bad decision by having many people look into the problem.
If the parliament is not there, it is quite probable that the decision taken will only favor one group, or an individual. The decisions made might also be highly erroneous as a lot of people are not involved in the decision making process.
We can easily see the demerits of not having a parliament by looking at the countries which didn't have or still don't have parliamentary democracy.

Parliament is a legislative form of government, or body mainly found in democratic countries.
Why do we need a Parliament?
- In all democracies, an assembly of elected representatives excersises supreme political authority on behalf of the people. In India such a national assembly of elected representatives is called a parliament.
- Parliament is the final authority for making laws in any country.
- In India, the control of the parliament is direct and full. Those who run the government can take desicions only so long as they enjoy support of the parliament.
- Parliaments control all the money that the government's have. In most countries any of the public money can be spent only when the parliament sanctions it.
- Parliament is the highest forum of discussion and debate on public issues and national policy in any country. Parliament can seek information about any matters.
The above implementations/conrtol/descions of the parliament are neccessary for the well being and the good of the people. This is why we need a parliament.
