Indian president is termed as the nominal head because as per the functioning of the Parliamentary government, all executive powers are exercised in his name by the Prime minister and the Council of ministers. For this reason , it is always noticed that he/ she is referred to as the "rubber stamp".

According to the Article 74 of Indian constitution, the President is bound to take advice of the council of ministers with Prime Minister at its head. He can return it for reconsideration to the council of ministers, but have to tender to it if returned after reconsideration.

The existing government chooses a "yesman" to sustain its rule. More often than not, there are also politics of image that comes into play. For example:

Gianiji Zail Singh was made President in the year 1982 in order to reach out to a Sikh community in rebel.
Mr K.R. Narayanan was chosen influenced by the fact that then government, United Front government was looking for a Dalit ‘face’ in Rashtrapati Bhavan.
APJ Abdul Kalam , our Missile man as we know him, was chosen by the BJP-led government because his scientific achievements were outweighted by the fact that the BJP could grab an an opportunity to shed its anti-Muslim image.
The Congress-led UPA government chose Mrs Pratibha Patil as it tried to play the "first woman president card" to outshine and shut its opponents.
