oxygen and nitrogen oxides play some part in the passivity mechanism. ... It is likely, therefore, that pre-exposure to oxygen produced an adsorbed film and not an iron oxide.
Immersing the films in deaerated 0.1 per cent K2Cr2O7 for more than 2 hours reduced the iron reacting with concentrated HNO3 to zero.

The passive layer is stable in oxidizing acid such as Nitric Acid, as it is in alkaline solutions. In highly oxidizing acids such as concentrated nitric acid and concentrated sulfuric acid, iron will easily become passivated. Stainless steel is an alloy that easily becomes passive since it contains much Chromium.
