A hemisphere cannot have a perimeter. It can have a surface. Whereas the letter D can have a perimeter.
A hemisphere consists of a flat surface and its area is (pi)R^2, where R is the radius. The curved surface has an area of 2(pi)R^2. Hence the total surface area of the hemisphere = 3(pi)R^2.
A semicircle has a straight line equal to the diameter of the circle and a curved line. The straight line is of length 2R and the curved line (pi)R.
Hence the total perimeter of the semicircle = 2R + (pi)R.
