The Rajya Sabha or the Upper House is the permanent body of the Parliament of India.
Rajya Sabha members aren't answerable to the citizens. Since they haven't been elected by the general public the Rajya Sabha cannot be dissolved like Lok Sabha. In every 2 years 1/3rd of the members change although the members are chosen every 6 years.Rajya Sabha can only be dissolved during any national emergency when the Parliament fails as a whole.
