what is permittivity and permeability ? why they dont have any units ? if so then why we are refering only in electro stactics? being an unitless quantity why it is referred to electrics only?

Permittivity is a measure of how easy or difficult it is to form an electric field inside of a medium. Likewise, permeability is a measure of the ability to form a magnetic field inside of a medium.
