pH means power of hydrogen.
it is a logarithmic scale used to determine acidity or basicity or aqueous solution.
if pH value of a substance is 13 then it means that the substance is basic in nature.

pH is the scale which is used to determine the acidity, basicity or neutrality of a substance which must be water based solution. The pH value is the logarithmic negative value of base 10 log for any molar concentration.

For a given value of pH if it is greater than 7 then the solution is termed as basic solution with gradation from weak to strong base from 7-14. While if the value is 7 then the solution is neutral and if it is lesser than 7 then the solution is acidic with gradation of strong acid to weak acid from 1-4. Here, since the ph value is 13 so the solution must be strong base.
