when a beam of light strikes the surface of the metal ....the metal starts realeasing its outermost electrons

Reason:

The emission of electrons happens due to the kinetic energy of photon...because the light contain photon which strikes the electons with high momentum and photons set the electrons in motion as a result the electrons come out.
