The photoelectric effect is the emission of electrons or other free carriers when electromagnetic radiation, like light, hits a material. Electrons emitted in this manner can be called photoelectrons.

When light particles (photons) strike the metal plate then electrons of that plate use that energy from photons and strike out of plate and then current starts to flow in that special circuit due to those electron this effect is k/a photoelectric effect.
