The dielectric constant is the ratio of the permittivity of a substance to the permittivity of free space. It is an expression of the extent to which a material concentrates electric flux, and is the electrical equivalent of relative magnetic permeability.

The dielectric constant, ϵ, is also called the relative permittivity of a material. If we take the word literally, it can be seen as how much the material "permits" an electric field to come in. This basically translates to how much a material will allow itself to be polarized.
