Physical independence of force does not mean anything, it seems to be...

Perhaps it means the third law of Newton.  For every action force F acted by a body of mass M, there is an equal and opposite force F experienced by M.  This is irrespective or independent of mass M.

There are many examples one can give.  A boat being rowed in a lake.  Spring force.
