• Physiological shunt includes that blood flow plus any mixed venous blood that passes through the septal capillaries in the respiratory parenchyma without gaining access to ventilated alveoli.
• The normal oxygen saturation level is 97–99%. Oxygen saturation may remain normal (e.g., 97% and higher) for people with anemia. However, this may not indicate adequate oxygenation because there are less hemoglobin to carry an adequate supply of oxygen for people who have anemia. So, max level of Oxygen saturation is not 100%.

It is a pathological condition that results when the alveoli of the lungs are perfused with blood as normal, but ventilation (the supply of air) fails to supply the perfused region. In other words, the ventilation/perfusion ratio (the ratio of air reaching the alveoli to blood perfusing them) is zero.
And coming to the point why maximum saturation level of oxygen is not 100% it's because I guess our lungs and haemoglobin are not that efficient to absorb all 100% oxygen and even if they are capable , the availability of 100%pure oxygen in these days is a bad joke ‼️
