PIL is a rule of law declared by the courts of record .

⚫PIL are filed to protect the interest of common people who are too poor or too unaware of Legal procedure.

⚫Any person or organisation can file a PIL on their behalf.

⚫It is not important that the person who is filing the case should have a direct interest in PIL.

⚫PIL can also be filed by any person who feels that government is not fulfilling a public duty.

⚫Example:- There is a situation of "Hunger admist plenty" an organisation called the People's Union of civil liberties or PUCL filed a PIL in the supreme court. It states that the fundamental right to life guaranteed in article 21 of the Constitution included the right to food.

⚫The states excuse that it did not have a liquid funds was shown to be wrong because the godowns for overflowing with grains. the Supreme Court ruled that state had a duty to provide food to all.
