Plebiscite is one of the devices of direct democracy. There are four major devices of direct democracy. They are namely: Referendum, Initiative, Recall and Plebiscite. Through these four devices direct democracy functions.Direct democracy is the democracy in which all people of the country directly elect their rulers instead of electing their representatives. This type of democracy is advantageous for small country. Switzerland is an example for this type of democracy.
DIRECT DEMOCRACY DEVICES :
Referendum: This is the method of asking the people's wishes on certain laws. The laws which were framed are kept in referendum for the public opinions. The fate of the laws depends on their opinion.If the public opinion is positive then the law exist other wise that will be removed. There are two types of referendums. They are optional and compulsory referendums.
Initiative : This is the process in which people ask the rulers to frame laws on the wishes of the people. These laws are again kept in the referendum for the people opinion. If the rulers don't frame the laws then there will be referendum for framing those laws.
Recall: Generally, the word recall means calling back. In this process the people recall their unsatisfied rulers. They remove the unresponsible rulers from the democracy. This is the advantageous for the people.
Plebiscite: This is the process where the public views are taken for some important issues. The fate of those issues is depends upon the opinion of the people. This was first used Napoleon in France in 1870s.
