Potential resources are those kind of resources which have the 'potential' to fulfill the energy and various needs, but haven't been put in work yet.

That is, we have the technology and wnough resources to use them to fulfill our needs, but for some reasons they haven't been developed properly to be put in use.

For example, Gujarat in India has enough wind energy and the potential to fulfill various needs using this wind energy, but the wind farm haven't been developed yet to harness the energy.

With time, they may be developed for utilisation.
