POVERTY :-

the state of economical condition of a family or a person who can't afford the regular basic needs of life from local market is called poverty

POVERTY LINE :-

in order to count poverty, government declares a particular income based graph that gives an idea of poverty

it is a mark - for example, government declares that people having annual income less than 1000$ are considered as poor or they can be only called as poor and all the others having annual income above the given limit is not considered to be a poor
