any one can approach the courts if public interest is hurt by actions of the government. this is called public interest litigation.
The courts intervene to prevent the misuse of the government's power to make decisions. they check malpractices ont he part of public officials.

⚫PIL are filed to protect the interest of common people who are too poor or too unaware of Legal procedure.
⚫Any person or organisation can file a PIL on their behalf.
⚫It is not important that the person who is filing the case should have a direct interest in PIL.
⚫PIL can also be filed by any person who feels that government is not fulfilling a public duty.
⚫Example:- There is a situation of "Hunger admist plenty" an organisation called the People's Union of civil liberties or PUCL filed a PIL in the supreme court. It states that the fundamental right to life guaranteed in article 21 of the Constitution included the right to food.
⚫The states excuse that it did not have a liquid funds was shown to be wrong because the godowns for overflowing with grains. the Supreme Court ruled that state had a duty to provide food to all.
