Look a quadrant is one portion of an intersected horizontal and vertical line making a cross. Soppose you have given coordinates (4,3) and (-7,-3) then the number which will come first will lie on the x axis and the second on the y axis. According to the picture and our given coordinates, the first quadrant is the upper right side which is both (+,+) and the second quadrant in the upper left side is (+,-) like wise the third is (-,-) and the 4th one is (-,+).
