For example-Vacuum and air. In vacuum, the speed of light is the most, so it is the most optically rarer medium.Vacuum has a refractive index of 1.

Lower the refractive index,more rarer is the medium.

The medium in which speed of light is slower and the particles are tightly packed are called optically denser medium.
For example-Solids and liquids. In Solids(diamond),the speed of light is the least, so it is more denser.

More the refractive index,more the dense is the medium.
