A Ration Card is a very useful document for Indian citizens. It helps save money by aiding in the procurement of essential commodities at a subsidised rate. It has also become an important tool of identification now-a-days.

Ration card is a privilege given for citizens who have low margin income and are unable to afford the prices for essential commodities like food, oil.  It is by no means meant for everyone in the country.

It is another thing that a lot of people misuse it and hold a ration card to buy items cheap even though they can afford from open market.

Ration cards, in addition to generating loss to the Government, is one of the biggest sources of scam in the country.

The ideal India wouldn't require ration.  But thats a dream that I may not realize in my life time.

If you need one document in this country for every citizen, it is Aadhar or an Unique ID system (albeit the concerns around the data storage)

While ration cards are basically meant for the purpose of distribution of rice, wheat and kerosene at subsidized rates through fair price shops, white card holders do not enjoy any this benefit. They are often used as residence proof for property transactions and driving licences.
