 \frac{4}{7}  \times  \frac{21}{ - 13}

 \frac{4}{ \cancel7}  \times  \frac{ \cancel{21}}{ - 13}

 \frac{4}{1}  \times  \frac{3}{ - 13}

 \frac{12}{ - 13}

Now its Reciprocal
