Refraction is an effect that occurs when a light wave, incident at an angle away from the normal, passes a boundary from one medium into another in which there is a change in velocity of the light. Light is refracted when it crosses the interface from air into glass in which it moves more slowly.

When a light ray passes obliquely from rarer medium (air) to a denser medium (water, glass) there is a change in its direction of propagation. This bending of light at the boundary when it passes from one medium to another is termed as refraction....refraction occurs as light passes across the boundary between two media. The only time that a wave can be transmitted across a boundary, change its speed, and still not refract is when the light wave approaches the boundary in a direction that is perpendicular to it.
