What is relative velocity and speed?

The velocity of an object as measured from a particular frame (physical state of the observer) is called the relative velocity of the object with respect to the observer. For eg : Let there be two observers - Bill and Steve. Bill is moving with a speed of 20 km/h while Steve is moving with a speed of 30 km/h.
